There are 2 basic brake designs on most domestic vehicles. there are what they call "drum" and "disc" styles, the first generation was the drum style it used a hydraulic cylinder when the cylinder was pressurized it forced two pistons out (one on each side of the cylinder) against a pair of "shoes" which in turn pressed against the inside of the "drum" causing it to want to quit rotating causing a binding or braking action. once hydraulic pressure decreases a series of springs retract the "shoes" away from the drums.

disk brakes are the second generation of braking technology, they use a caliper and rotor setup the caliper sets over the rotor when the caliper is pressurized by brake fluid (stepping on the brake peddal) the caliper has a piston inside it that exerts a clamping force on the rotor wich in turn slows the rotor and wheel assembly. once the brake pressure is removed the piston retracts slightly letting the rotor free wheel again

it is harder because there is less friction with lubrication -which is what water is -and you need friction for the breaks to work
