You may need a pulley (aka gear) puller to pull it off of the crank. The puller comes usually with bolts or claws you can ancor onto the pulley...
take off the belt, use a pulley puller to pull it then reinstall.

The vibration damper pulley and the crankshaft pulley are pressed together with a rubber sleeve. They are held onto the crank by a key and keyway. I've never had to use a puller. Usually when you take the bolt out of the crank it will just wiggle off. I've never had one on their that tight that it wouldn't come off just with my hands.
To remove the crank pulley from a 1991 Acura Integra 1.8 DOHC, first, ensure the engine is off and cool. Disconnect the negative battery terminal, then remove the serpentine belt by loosening the tensioner. Use a crank pulley holder tool or a suitable method to prevent the pulley from rotating, then loosen and remove the central bolt using a socket wrench. Finally, carefully pull the crank pulley off the crankshaft.
take the serpentine belt off and then take the crank pulley off the balancer and then you will need a puller to get the balancer off the crank.
usually behind the crank pulley, if you take the passenger side wheel off you will be able to see part of the pulley, very bottom one.

There is a large metric bolt right (17 or 18mm) in the center of the main crank pulley. Immobilize the crank using a vise-grip equiped with a locking chain. Wrap an old fan belt (cut-to-size) around the crank and protect the serpentine gooves of the crank pulley, then wrap the vise chain and clamp onto the crank. Use a good breaker bar, or impact hammer to break the bolt torque free counter-clockwise. Note: Don't remove the four 10mm bolts on the crank pulley. The whole thing comes off as one assemble piece.
In most cases the crank pulley bolts to the balancer so the crank pulley would not be the same as the harmonic balancer.
