The stimulus sends a signal to the sensory neurons, the sensory neuron brings it to the spinal cord or brain as the interneuron continues bringing the message. When it reaches the brain, the brain makes a decision, and sends it back down the spinal cord with the interneuron and passes the decision to a motor neuron. The motor neuron carries the decision to the designated muscle, and the muscle makes the move. Obviously all of this happens within a second. You wouldn't notice your reaction to the stimulus until it has happened since you react to stimulus very often.
