Frequency and speed are two different and independent things. Speed does not automatically and systematically change across the frequency range. If I am ovserving two strong lights one mile away, one red and the other blue, the light is traveling toward me from both sources at the same speed. The frequencies of the light are different. Don't confuse this idea with redshifting of light from distant galaxies. Light from galaxies moving rapidly away from us is still reaching us at the speed of light. The galaxy's movement away from us has the effect of 'adjusting' the frequency of light that is coming toward us.
