It does seem a little counterintuitive that adding more marker would help to get rid of the marks, but this trick really works! Dry erase markers have a unique makeup of chemicals so that they can be easily erased from surfaces that won’t absorb them, like a dry erase board (they are, of course, not so erasable when you get them on your clothes—no, I’m not bitter). Some of those chemicals are alcohols, which act as solvents and dissolve the permanent marker, making it erasable. Also, as I learned this week, it also works on five-year-old dry erase marker! Who knew.
There is permanent and non-permanent ink. Do not use hot water as it will set the stain making it much harder to remove. First try to remove it with cold water. Try to get only the stained part of the shirt wet or the water will help the stain to spread. Repeated rinsing may gradually remove most of the stain. If that doesn't work and it is a white shirt, try using regular bleach in tiny amounts on the stain. That may also help. You can buy various stain removal product in stores that can help get rid of the stain but you have to read the label ad follow instructions carefully. You can also try a dry cleaning store. Many competent dry cleaning stores also have experience removing stains
Heating it would evaporate the water
It may be possible to remove most of the trace of permanent marker by tracing over the mark on the doll with a dry-erase marker. The dry erase marker will help erase the permanent marker. The same can be used on dry erase boards that have been marked on with permanent marker.

The first thing to try is plain water. Dawn dish washing soap is gentle but can help remove the stain. Another common product is dandruff shampoo. If none of these work, there is a product called Color Oops which will remove permanent hair coloring, so it should work on the deck stain.
The Life Straw will not desalinate salt water, remove dissolved chemicals or minerals, nor remove viruses.
