Trying to guess whether a person is or is not guilty is a fifty/fifty proposition.
Obviously one wishes to know the guilty, and does not wish to wrongfully detain the not guilty.
Looked at that way, it would only have to increase the chances of guessing right by one percent to make it worthwhile.
Or so it is argued.
Forgot is that no sooner is it used, than those about illegal matters adjust, and simply send someone (with bomb or drugs or whatnot) who does not fit the profile. Now the one percent increase in doing good has become a many percent point decreased chance of doing good.
The only way to keep the percent chance of catching guilty people consistent, is to avoid all racial profiling. The criminal syndicates and terrorist groups will not then know what type to send or not send, and the police - deprived of an "easy out" - will develop more sophisticated and non-race based methods to determine probable guilt.
(Non-racial profiling can make sense. In a liquor store, Old Lady Simmons in the wheelchair stopping in for her monthly bottle of merlot is not as likely to shoplift as a group of tough looking guys with dirty clothes and gang tattoos. Regardless as to who is what color.)
