To the full mark. Look on the side of the master cylinder and you will see marks. Now if it is low this means one of two things. You either have a leak that needs repairing or your brake pads are worn. As the pads wear the volume in the reservoir goes down. This is why you have to add fluid. Would be a good idea to check the pads before adding fluid. Once you replace the pads the fluid level will return to the full mark.
It is listed on the top of the master cylinder fill cap. More than likely DOT3.

Look to see where you fill the brake fluid and where your filling the brake fluid that is the master cylinder.
Remove the cap from the Master Cylinder located, driver's side, next to the firewall, and add DOT 3 fluid as necessary to fill to the full mark.
If the master cylinder is low or empty don't just fill it. It is low for a reason. Have the brakes checked asap!
The fluid for the clutch comes from the brake fluid. After the brake master cylinder, there is a clutch master cylinder which takes fluid from the brakes. Fill up the Brake master cylinder.
Fill the master cylinder to the top.

Remove the fill cap and add it at the brake fluid master cylinder reservoir. Located on or near the master cylinder.
Fill master cylinder and open the bleeder valve on the caliper and let it drip while you have a coffee break. Re-tighten and do other side. re=fill master cylinder
It takes around four quarts of oil to fill a 1997 Honda Accord LX. Overfilling the oil can cause damage to the vehicle.
You should do that through the master brake cylinder.
