Russian battleships charging the Japanese battleship line at Tsushima in 1905 were doing about 8 knots, slow due to fowled bottoms from an 18,000 mile voyage. Admiral Togo's battleships were doing about 15 knots while maintaining their capping of the "T" formation as the Russian line tried to break through it.
