There is a large bolt head in the center of the crankshaft pulley, if you can get a socket and rachet to fit on bolt( some cars don't allow alot of play room ), try to turn rachet in both directions. If the engine doesn't turn either way, chances are it is locked up and needs rebuilt or replaced.
Remove all the spark plugs and then try to turn the engine over by placing a socket and ratchet on crankshaft bolt on the front of the engine and tuning it by hand. If you cannot turn it over by hand pour penetrating oil or a mixture of kerosene and ATF into each cylinder. Let this set for at least 24 hours. Turn the crankshaft slightly and then turn it back.
