Hard steering in a Chevy Venture can be caused by several factors, including low power steering fluid levels, a failing power steering pump, or issues with the steering gear or linkage. A worn or damaged serpentine belt can also affect the power steering system's performance. Additionally, problems with the steering rack or alignment issues may contribute to the difficulty in turning the steering wheel. Regular maintenance and prompt attention to symptoms can help prevent these issues.

Instead of a brake booster, the power steering pump provides power to the power brake system. Often, if the brake pedal would become hard to push, it is a power steering pump problem. You should check the fluid level in the power steering pump.
Check the power steering fluid level in the reservoir, it may be low or empty. Filling it will restore the power steering but only temporarily. The cause of the leak will have to be determined and repaired.
