He hasn't. Congress approved his descision to go to war against Iran/Iraq. In congress, at least 66 percent of the vote has to be a positive for war to be declared-or any other descision to be made as well. In congress, they will send things called bills to the president, and the president decides if the bill is worth making into a law. If it isn't, it's sent back to congress, and congress can either improve the bill and send it back or override the president. If congress can ovveride the president on something as small as a law, that just proves how little power the president has in general. Democrats as well as Republicans on the congress approved the war at the time, even if the majority of them are against the war today.
