According to ACT's web site (www.act.org), students under 13 cannot register online, but can request a registration packet, so I suppose that would be how. However ... I'm pretty sure that question is aimed at people who are in high school by virtue of having "skipped" grades, not for people who are in middle school.
The ACT is designed for students about to graduate high school, to assess their preparation and aptitude for college. The only reason I can think of for taking it in middle school, years before you plan to attend college, is to be able to brag about how well you did. This is unlikely to be a good way to make friends.
if your school has a Gifted and Talented program, you may be able to take the ACT through that if you are in G&T. if not, you'll probably have to wait.
