I'm aware of innate (your word actual) conscience, or our innate goodness. I'm not aware of "habitual" conscience. But if I may infer, since you use the word habitual, then it implies conditioning; school, church, political, social, cultural, regional,friends, nationality, and all our acquired biases. Therefore; Habitual conscience is only a reaction to whatever stimulus we are experiencing at the present moment. While innate conscience is the real us, devoid of dualism, prejudices, preferences, affiliations, etc.
God has put into every person a conscience. And this is a good thing. For the Christian the conscience helps in our daily living. Along with the conscience the Holy Spirit of God keeps us out of trouble. For the unbeliever though it is a different story. Although these people started out with a good conscience by their habitual sinning their conscience has been dulled and for some it has become almost nonexistent. Habitual grace is the grace of God IN our souls, received through the reception of the sacraments. It remains in our soul until such time as we are guilty of a serious sin..... a mortal or grievous sin. Actual grace is sent to us, is a transient grace, which comes from God, the Holy Spirit, to urge us to love, to do good things. We can ignore it or we can accept (use) it. The more we use it, the more we are aware of its presence in our lives. If we commit a serious sin, it is actual grace that urges us to receive the sacrament of reconciliation, penance, in order to once again have Habitual grace in our soul and thereby more readily use the actual graces offered by the Holy Spirit.
