Separation of Powers is important to a democratic government as it is necessary to keep any one individual or group from having absolute power. The splitting of government into branches ensure a "checks and balances" system to make sure the government remains in the control of the majority.
The separation of powers means that no one branch of government can become too powerful. In the old Soviet Union and in the New Russia, power has been concentrated in the hands of a few. Today Putin rules as a dictator.
That is impossible in the United States. The President can act. Congress can override the President. The Supreme Court can override Congress. Congress can change the law. The President can enforce it in a different way. The Supreme Court can say, "You can't do it that way."
