China's government is communist and doesn't allow its citizens to vote. Officials in China are directly elected by the National People's Congress. The US is a democracy and allows its citizens to vote in elections.
The main difference is that while the US has a democratic system of government (a government voted in by all the people casing a vote), in China the government is not in place as a result of a democratic election. China is not a democracy.
China's government is a semi-dictatorial one with very little elements of democracy and no allowed opposition. They would almost be communist were it not for the special trade zones they have established in Hong Kong and elsewhere. Instead, they are not so much communist as they are Facist.
The United States has always been a democratic free trade society. And though the crazy Tea Party followers may have you believe that Obama is a socialist hell bent on government control and dominance, understand any left wing acts by the U.S. is entirely minuscule compared to the socialistic tendencies of the rest of the civilized world.
