There is water, which can be turned into oxygen, which can then be pressurized enough to stay indoors. Hydroponic vegetables can be grown indoors. Natural caverns can be used for radiation protection.

Energy can be derived using solar panels and heavy-water reactors.

So not impossible.

"Life as we know it" is not possible on the Moon because the Moon has no atmosphere. When people go to live on the Moon, we will need to provide pressurized habitats in which we can live without a pressure suit. We will probably also have to live underground, since the lack of atmosphere also means that there is no protection from the damaging UV radiation from the Sun.

The Moon also lacks a strong magnetosphere to protect life from bombardment by charged particles.

The Lunar inhabitants are likely to refer to themselves as living "IN the Moon" rather than "ON the Moon" because the habitations are likely to be underground rather than on the surface.

There is no "why" becauee the question's hypothesis is false. The Earth teems

with life, swarms with life. chokes on life. It's virtually impossible to create and

isolate an environment on Earth in which life does not spontaneously arise.

The range and diversity of life on Earth are staggering, astronomical, and their

categorization and characterization have hardly begun. Life on Earth extends

from the simplest single-cell microorganism to the incredibly complex, passing

on its way by such odd species as can master language, acknowledge others,

and then ask the others "Why is there no life here ?" It takes all kinds.

The moon is lifeless because it doesn't have special conditions that are required to sustain life.

The conditions required to sustain life are:

- Liquid water

- An atmosphere

- Must not be too close to the Sun

- Must not be too far from the Sun

- Active volcanic activity

All life needs liquid water to survive. The Moon does have small pockets of ice in some of the craters. However, the water needs to be in liquid form, not ice form, to support life.

An atmosphere is extremely crucial, it contains breathable gasses to sustain life. On Earth, the atmosphere is crucial for holding Oxygen and Carbon Dioxide to keep animal, human and plant life alive. The atmosphere also protects life from lethal UV radiation emitted from the Sun.

If a planet or moon is too close to the sun, lethal UV radiation will constantly blast the planet or moon, threatening the health of any life.

If the planet or moon is too far from the sun, there is not enough light for plants to survive or enough heat to keep water in liquid form.

Active volcanic activity keeps a planet or moon warm. Volcanoes also contribute to the growth of life by creating water via the steam that erupts from them. Volcanoes gave birth to the oceans on planet Earth, which later sustained life. Volcanoes also create landmasses and continents that is required to support non-aquatic life.

There is evidence of volcanoes on the Moon. However there is no volcanic activity on the Moon. We know there was volcanic activity on the Moon millions of years ago because of the ice pockets (water created by volcanic steam).

The Moon is lifeless because it doesn't have any volcanic activity, liquid water or an atmosphere.
