The first phase of the project is 850,000 square feet of GLA (Gross Lease-able Area.) The Second Phase can either be a 1,000 hotel rooms built into a single tower, or multiple towers. And Phase 3 is an additional 350,000 GLA build out, which will probably reclaim the underground parking garages. According to the tax deal with the City of Syracuse, Destiny must build those three phases within a certain period of time. Phase 1 must be completed by 2009, and the second phase must begin by August of 2009. Phase one is expected to open for the holiday shopping season of 2008. It's slated to cost 550,000,000 for the first phase, 427,000,000 for the second, and approximately 200,000,000 for the third phase.
Phase 1: is basically the size of the existing Carousel Center not including Macy's and Lord and Taylor, but all that space in between. It's said to be heavy on dining and entertainment, but there will most likely be some heavy-hitting retail chains in as well.
