I was told by an installer, four years ago, that the answer is no. He said that having it above the level of the pool might cause the pump to work a little harder and having it below the level of the water, you would get a little assist from gravity. Since then I have read that most above ground pools have more capacity than is needed anyway, so you're really not going to hurt the pump by having it work a little harder. Watch the electric bill, though.

So that the water doesn't drain out of the pool and so the pool doesn't fall over. I agree with the answer above but I have a more detailed answer. In a round above ground pool the water puts even pressure on the pool walls, and if the ground is not level one side will get more pressure. The imbalance will cause the pool to collapse under the strain.
