This all depends. The federal government states that any food item, ready to consume or yet to be cooked, should be disposed of after having spent four hours or more in the temperature danger zone of 40-140 degrees. The closer to the end of the shelf life of dairy, the riskier it is to consume it after it has been sitting out. If it has been out for more then an hour, it is best to discard it. Dairy is a cheap item to replace, and you need to take into account the fact that once in refrigeration, it may take up to an additional two hours to be cooled back down to the temperature of the refrigeration. Even though it smells good, it does not mean it is good. For the same reason it is important not to consume organic milk after it has expired. There is not additives to help maintain its shelf life and it will cause discomfort. Many products served in restaurants are made specifically to combat this issue of being left out, and unsure periods of storage and temperature change, but they are not available on the mass market, and are more expensive at times due to double or triple pasteurization procedures.
about 4 hours, in a warm room.

Chocolate milk will last about one week before going off. If you drink it after this you can get stomache cramps or diarrhoea.

The more expensive chocolates are designed to melt faster so that your mouth is hit with the more expensive flavor as soon as it goes into your mouth without your having to bite down on it and chew it.
it makes no difference weather you add the milk before or after the water. it still goes in the cup. :)
In my younger days I used to drink it with chocolate milk and whipped cream on top. Too bad they don't make it without alcohol. :(
