The "captcha" system was added recently after a massiveattack on WikiAnswers by one or more spambots apparently using infected "zombie" machines all over the world. The spam being inserted was obscene in nature, something the management of this site does not tolerate. The funky image is designed to be machine unreadable, at the cost of being hard for some people to read as well. The system has been modified just today so that only anonymous users will need to enter the code to create a new answer. Those who are logged in won't see it. The management and supervisors regret having to do this, but the site was becoming unusable with the attacks of the past week.
