I believe that is a 15 mm bolt.
Remove the starter and take it to an auto parts store. They have the equipment to test it.
take off the belt and there is one bolt take it off and put a new one one.
I can help you I had that problem on my 1988 cutlass ciera and the answer is that one of the lights on the back not the third small on is not working. Open the trunk take out the bulb itself and check the wiring. That what was wrong with mine someone didn't have it wired right. Hope this helps you out.
Take your old one directly to a rebuilder and get yours rebuilt
Mounted to a relay thats screwd in to the plastic glovebox. just open it unscrew the screws and take it out and you will see the relay attatched to the glovebox.
The flasher for the ciera is behind the glove box. You have to take the glove box out and feel around directly behind the fuse box. It was really easy I just did it 2 months ago.
They are not screws they are bolts either 1omm or 13mm

Low freon, bad compressor, bad clutch, bad pressure switch (could be multiple of these), bad switch...the list goes on. Best bet is to take it to a mechanic for a diagnosis.
If you managed to seize the engine, there is no unlocking it. If it is seized severely enough, it will be impossible to even take it apart to rebuild it. If the engine has been seized (from oil starvation or severe overheating) you will need to replace the entire engine.
