The credit score and the actual approving of credit are similar but not exactly the same. They are a combination of a number of factors....like your income, and if your paying things on time since the discharge, why the loan is needed and all the normal credit issues...etc.

That you already showed you couldn't responsibly handle credit before is a problem....especially if your now asking for credit to pay bills and haven't clearly shown you have learned from the past...learned things like you can't borrow yourself out of debt...that getting a loan means you have to have more income (or lower your expenses) to pay it back than if you didn't make the loan...etc. The credit score and the actual approving of credit are similar but not exactly the same.
