The only way only to lose fat at one specific place it through Liposuction. If you're dieting and exercising you'll be losing fat all over. How long it will take before it's visible on your belly depends on how strict your diet and exercise program is, and how much fat you had to begin with.

This depends on two factors: how much you are eating, and how much/how hard you are exercising. If you follow a clean diet and do cardiovascular exercises at least 3 times a week, you will notice changes very quickly (maybe in 2 weeks.) Try eating 1400 calories a day. Your diet should consist mainly of vegetables, chicken breasts, Greek yogurt, eggs, oats, quinoa, fruit, and unsweetened soymilk.

Try exercises like Spinning, swimming, running, elliptical machine, skiing. While doing weight-bearing exercises is also important, I would focus on the cardio for now. You could do 500 crunches a day for months and not notice a change in your belly fat. This is because you can target fat loss; you can't tell your body where to take the fat from when you are burning it during cardiovascular exercises. Your body will burn fat from all over your body. Abdominal exercises will be a good addition once you have lost some of your belly fat. Working your abdominal muscles will give them definition (that you will actually be able to see, once the excess belly fat it gone.)

The best way is at least 6 days a week. Here is my schedule if you want to try it.

Monday - Upper body

Tuesday - Cardiovascular

Wednesday - Lower body

Thursday - Cardiovascular

Friday - Upper body

Saturday - Cardiovascular

Sunday - Rest day

Then you alternate Monday to a Lower body day and go from there.

Working out isn't everything to losing stomach fat. You also have to make sure that you are putting in healthy things in your stomach. Whatever you put in is what you are going to get. You need to make sure you have these in check before you can achieve your goal.
