Super glue won't dry vinyl tube. You have to dry it with heat or a cloth before gluing it.
-Why are you using super glue anyway ? -There are many proper vinyl adhesives that work far better .
The best for those materials would be PL Premium or LePage Extreme, both available in small tube or caulk tube.

Any of these types of glue need air to dry. If the tube is kept tightly capped it can't dry.
We need details on what the mats are for. Under carpet, a table, an upholstery project, etc. etc. since sometimes there is no need. If it is thin and must be glued and a smaller project-there are spray upholstery adhesives in an aerosol can at many better auto parts stores-that will hold it.

i would suggest jet glue, or super glue, jet glue is avalible at hardware stores and super glue is available every where. Patching a vinyl water tube is much easier than it sounds. Purchase a vinyl repair kit from a department store and follow the directions to complete the patch. First, you need to clean the area around the hole. Place glue around the area, then press down the patch. Wait at least twenty-four hours, if not more, before inflating the tube.
A vinyl snow tube can be patched with a vinyl repair kit. If one did not come with the snow tube, you can find a kit at a hardware store.
Because it has no air. It needs air to make it dry enough to be sticky.
In stores in my area, Super glue costs anywhere between 1.95 for a tiny tube (1.9ml) to around $8 for a large size (12.5 ml). It's also in the 'dollar' stores for 1 dollar a 1.8 tube, but I don't know the quality of that. I hope to test that soon.
Watch their bowel movement if it's discolored mored then two days take it to the vet!
