Ireland has had different status through its history, making the answer not so definitive. You can trace Dublin being the capital back to the 12th century. At other periods since then Ireland had different statuses, for which Dublin acted as a capital as follows: Lordship of Ireland (1171-1541), Kingdom of Ireland (1541-1800), island as part of the United Kingdom of Great Britain and Ireland (1801-1922), and the Irish Republic (1919-1922). So, most recently of those Ireland was under British rule, and Dublin was not capital of Ireland in its own right until independence in 1922.
