If you are referring to the State Attorney General, they are, depending on the state, either political appointees made by the current Governor of that state, or they won an election for the position. The State's Attorneys who supervise the regional/jurisdictional offices of the Criminal Prosecution Division, can either be (again, depending on the state) appointed or political office-holders who must run for their position. When you get to the lowest level of the prosecutorial staff (Assistant State's Attorneys - where "the rubber meets the road") they are all salaried state or county employees.
