There are 2 pads per wheel. There are 4 or a set per axle which means either both front or both rear. Some cars have rear drum brakes so they require an axle set of brake shoes.

All vehicles have brake pads.mine has disk brakes and the pads take about 10 minutes a piece to change.
Changing brake pads can be easy once you do it once. You have to jack up the car so the tire is off the ground. Take off the tire. You will see a round ring which is the rotor. On top of the rotor are the brake pads. You will need a socket to take them off.
Lift the car on a jack, remove the tire, remove the brake shoe/caliper and take out the old brake pads. Put in the new brake pads, replace the brake shoe/caliper, replace the tire and lower the car to the ground.
Changing the brake pads on a Honda Accord is relatively simple. With a few simple tools, one can replace the pads in about one hour.
take the tire off and then remove the brake caliper remove the brake pads take a c clamp and compress the brake piston replace the pads then put the caliper back on tighten the caliper bolts put the tire back on then turn car on and push on the brakes a couple of times

Brake lights on can mean no brake fluid, worn out brake pads, faults in the master cylinder. Must take your car to the garage immediately. Worn out brake pads can damage the discs which are expensive to change.
