You should only have to cross One Major bridge, (and a national border crossing), when going over the Niagara river from Canada to the USA. From Niagara falls, NY to Rochester NY, the land is mostly flat, with just a few small bridges over water or over roads or over railroad tracks. There are some small bridges, but, they are only a few yards long.

Nope. Niagara Falls are in the city of Niagara Falls, Ontario. It's about an hour drive of Toronto, Ontario. And about a 6 hours drive from Montreal, Quebec.
Into what lake Niagara falls emptys into is Lake Ontario.

Niagara Falls
Niagara Falls flows between Niagara Falls and Niagara Falls. The water at Niagara Falls drops -- from the crest of the falls to the bottom of the falls. The Niagara River flows from Lake Erie to the crest of the falls, over the falls, and thence to Lake Ontario. The Niagara River forms part of the international boundary between Canada and the US. There are two cities at Niagara Falls, and both are named Niagara Falls. The one in Canada is Niagara Falls, Ontario, and the one in the US is Niagara Falls, New York.

Personally, I would have to say Welland, Ontario.......if you're talking about the Canadian Niagara Falls. If you're talking about the American Niagara Falls, then I would have to say Buffalo, New York
