Thirteen were in Confederate hands and under Confederate control in February of 1863 and they may be considered as CSA supporters. It wasn't that simple however since even in pro Union counties like the panhandle there was considerable support for and allegiance to the South including guerrilla units. West Virginia supplied about 25,000 troops to each side during the Civil War which seems to indicate that the question of slavery held no majority for either the Yankees or the Rebs.
