Thirteen were in Confederate hands and under Confederate control in February of 1863 and they may be considered as CSA supporters. It wasn't that simple however since even in pro Union counties like the panhandle there was considerable support for and allegiance to the South including guerrilla units. West Virginia supplied about 25,000 troops to each side during the Civil War which seems to indicate that the question of slavery held no majority for either the Yankees or the Rebs.
During the Civil War, those counties of VA supported the Union, not the Confederacy.
Formed their own state of West Virginia, and seceded from Virginia and the Confederacy.
I don't think there was a state with exactly 48 counties that joined the Union. West Virginia with 55 counties broke off from Virginia and joined the Union. 28 counties in Tennessee, mostly in the eastern part of the state supported the Union. Various counties in other Confederate states where plantations did not dominate the economy also supported the Union or at least felt opposed to secession.
Before it became a state during the Civil War, West Virginia was made up of the western 49 counties of Virginia, which seceded from Virginia (and the Confederacy) in 1862.
West Virginia actually has 55 counties. You can find them with a quick "West Virginia counties" Google search.
No. West Virginia has 55 counties.
West Virginia was a part of Virginia until after the Civil War started, so technically at the start of the war what would become West Virginia was in the Confederacy. However, West Virginia separated itself form Virginia to join the Union as a free state, so West Virginia was aligned with the North after it came to exist as a separate political entity from Virginia.
When Virginia declared secession from the United States to become part of the Confederacy, the counties in northwestern Virginia voted to secede from Virginia and remain loyal to the United States. That area of Virginia became West Virginia.

They all did. But the Western counties of Virginia formed a separate state and seceded from Virginia - a new Union state called West Virginia. So Virginia itself was a smaller version of what it had been.
