Too many. The deer population is Virginia had reached an all time peak of more than 1 million. It is estimated at around 850,000 right now. This is too many deer for the environment to support in a healthy manner. The State Game Commission has been working to reduce the deer population.

In Pennsylvania you are allowed to harvest one antlered deer with a normal hunting permit. In order to harvest an antlerless deer you need additional permits. Usually it is easy for all hunters to obtain one permit. After the first round of permits are issued "bonus" permits may be obtained until they are sold out.
