Fish are usually most comfortable when you house them one fish per gallon. Female bettas, unlike the males, don't really have any restrictions on how many individuals you have as long as you adhere to the one per gallon philosophy.

Well i have one and they do get along the beta just sits in the corner and eats so I would say yes

No. The tank is not large enough to house two female bettas. The basic fish keeping rule is "1 inch of fish needs 1 Gallon of water". A female Betta grows to around 1.5 inches so you would need at least a 3 gallon tank to house the 2 Bettas properly.
