If you are referring to goldfish, only 1 fancy goldfish. Other goldfish species would stunt their growth and die. Really, it isn't enough for any goldfish.
The basic rules are :- 1 inch of fish needs a minimum of 1 gallon of water. :- every tank needs a permanently running filter. :- every fish tank need to have at least 50% of its water changed every week. Follow those rules and you should be OK. A female Betta is about a 2 inch fish. Your 16 gallon tank will actually contain less than that because no tank is ever filled to the brim so assume it actually is holding about 14 gallons. This would give you an absolute maximum of 14 inches of fish which in the case of female Bettas would be a maximum of 7 fish. I would say a responsible stocking rate for that tank would be 5 female Bettas.

Tiger Barbs are a more sensitive fish. They stress out very easily with water quality issues. They also can be "nippy." Generally, however, if you get them in a group of five or more, they will play together instead of picking on other fish. A 29 gallon tank would be fine for tiger barbs. Generally, your tank should hold one inch of tropical fish per gallon (29 inches of fish for your tank). The tiger barbs will grow up to about 3 inches each, taking up about 15 inches if you get 5. You would then have 14 inches left over to get more fish. Just don't forget this rule when deciding on whether or not to purchase these fish.
