Although it's design has to compensate for the fumes and air swashing inside and it'll only realistically fill up to 18 - 19 gallons of fuel.

My 2000 rodeo 6cyl. Had same issue, Had to replace the EGR valve. This solved most of my issue, I was then instructed to Use Brakekleen and cleen the sensors in the Mass air flow sensor. Allow to fully dry before starting.
Is it built in to the egr next to the brake fluid reservoir?
