There are no grains of flour in a wheat seed. Wheat must be milled (ground) to produce flour.
All grains are seeds and can be ground into flours of different types. Wheat flour, rye flour, barley flour, etc.
Bread can be made from many grains, including: wheat, oat, rye, corn, and barley.
Wheat is basically a type of grass, with a tuft of seeds at the top. When they're fully grown, the wheat is cut and then pretty much shaken about until the seeds fall of. The seeds are then collected and run through another machine that removes the thin shell around each seed. The core of each seed is then ground(milled) to a fine powder. And that powder is what's called flour.

All-purpose flour is ground to a specific coarseness between the finer cake flour and the coarser bread flour. It is made from the bulghur of the wheat berry. Wheat grains are made up of 3 parts. The Germ, or small nut at the base from which the grass is germinated and begins to grow. The bulghur, the meaty larger part of the grain full of protein and carbohydrates to feed the germinated grass. And the bran or aril, the papery fibrous outer covering of the seed which protects it until it grows. Whole wheat flour uses the whole seed, white flours only the bulghur.
Whole wheat flour contains the entire grain including the bran and "germ" of the wheat berry (grain.) Pastry flour is more highly refined, with the bran and germ removed. Pastry flour also is made from strains of wheat with lower gluten (protein) than all-purpose or bread flour, in order to produce tender pastries.
It is believed that wheat originated in south_western Asia. Some archeological fining show that wheat was grown 5,000 years ago in the Nile Valley. Wheat may have been around as long as 9,000 years.

It depends on the type of flour. Potato flour, alternately called potato starch is fine for Passover. Flour made from the 5 prohibited grains (wheat, oat, spelt, barley, and rye) is not allowed.
These days we use high powered electric mills that operate at 400 degrees F. The mills grind the wheat seed ejecting the bran (fiber layer) and germ (seed), leaving just the endosperm (starchy layer).
Like any tree, they can be grown from seed. Corn, wheat and other grains and grasses are the same.
