Most cows don't. However, you are probably asking about the breed called the Belgian Blue that has very muscular-looking cows. It's more because of a genetic mutation that enabled the muscles to grow larger than normal. A normal cow isn't as muscular as the Belgian Blues are, and not as muscular as a bull is.
