An on-line investigation suggests that there are no towns called Jeopardy which is, perhaps, fortunate because who would want to tell people they live in Jeopardy? Or, worse yet, that they were born in Jeopardy? Or, worse still, that they have lived in Jeopardy all their lives?
It helps to eliminate false accusations that are lodged out of malice towards innocent victims. Procedural rights are designed to make it less likely for people to be wrongly convicted of crimes that they did not commit, or to be abused during the judicial process even before being convicted. Arbitrary exercise of power, without procedural limitations, tends to be very tyrannical and oppressive.
