Yes. Tokyo is safe. Unlike what you have been led to believe, no disaster has taken place in fukushima with their nuclear plants. An earthquake and tsunami stuck that region of Japan, killing more than 10.000 people, and make many more homeless. The supposed disaster at fukashima nuclear plant pales in comparison. Many more people were killed in this earthquake + tsunami than those that died from chernobil, but the media keep on screaming murder about this nooclear disaster which somehow has killed zero people thus far.

Nuclear radiation from an explosion in one of the four reactors leaked into the surrounding area and the near by city of Pripyat. Over 50,000 people had to be evacuated. 50 workers and firemen were killed and thousands of others died of cancers related with being exposed to the radiation from the disaster. Chernobyl and Pripyat are still heavily radioactive today and can still cause nuclear mutations if exposed for to long.

A flood and a tsunami can be a disaster (natural disaster). But not all the time. The only time you can count these as a disaster, if it has killed many people or people and animals. Like the floods we had in January 2011.
