You can purchase the KIT which usually has a small gage and a special hose that will ONLY fit on the LOW side pressure fitting and the instructions of which tell you how to read the gage in order to determine how MUCH FREON to add to the system.

Freon is added through the low side ac pressure port. Connect the hose from the gauge and Freon and allow Freon to fill the system until the gauge shows full. The engine and ac need to be running during this process. Make sure to follow all directions on the Freon can.

You are low in freon or you have a code stored in it. You need to have freon recharged and check for a leak. Then you will have to reset the AC control module which is the panel. You can do it yourself but need to get directions online. It's pretty simple.
The 1999 Oldsmobile Alero does not have Freon in the A/C system. It contains R134 and not Freon which is R12. As I am sure you do not have the proper equipment to recharge the system plus the fact it is illegal to add refrigerant to a system with a leak, until the leak is repaired, take it to a professional and have the leak repaired. You have a leak or you would not need to add refrigerant.
