The average 2.8, 3.1, and 3.4 (not dual overhead valve) holds 4.5 quarts of oil. These engines are all the same just different bores and strokes. They are 60 degree engines.

Put the car in drive, unbuckle, and floor the gas pedal. The lights will turn on as needed.
It might be a starter going bad. Had the same problem and was told that it just needed a new starter.

What you have is called the lock plate for the steering wheel. Go to your favorite auto parts store and ask them for a lock plate hold down tool. It will be needed to depress the plate's spring, so the snap ring can be removed that is holding the lock plate onto the steering shaft.
