As Scotland and England are both part of the United Kingdom, freedom of movement between the two countries is unrestricted so it is unlikely that there are any official records.

In fact, the only Scottish people living in Nova Scotia are immigrants who have not taken out Canadian citizenship.

But I think you mean how many people of Scottish descent/heritage live in Nova Scotia. The figures from the 2006 census showed that 28.3% of the population at that time claimed a Scottish heritage, or more than 250,000 people.
