Ten Slave States rejoined the Union between 1867 to 1870, after having been grouped into five military districts, each ruled by a military governor who imposed them to amend their State Constitution so as conform to the US Constitution, including the 14th Amendment.
Only Tennessee had already been readmitted in 1866 because of its large part of strongly Unionist populace.
