Nice question. The USPS is sneaky. A letter to Europe cost 80 cents, not 74, so you need 3 stamps - or a visit to the Post Office. How much is 40 minutes of your time worth?

Use Us International Air Mail. It is most cost-efficient.

its not a matter of how many , its how much your letter weighs.

.Go to post office and get your letter weighed. And buy postage on the spot.
