A letter weighing less than one ounce requires ONE first-class stamp (45 cents) to travel from Philadephia to Maryland. Or even from Philadelphia to Alaska, or Philadelphia to Hawaii -- the same first class letter rate applies throughout the US. There are restrictions on the size, especially on the thickness of the envelope.
If your letter exceeds 1 ounce, you will have to add 20 cents per additional ounce, to a maximum weight of 13 ounces for first class. So at the 2012 rate, two first-class stamps (90 cents) would cover the postage up to three ounces.
