If the alternator is only putting out 12 volts then it is defective and needs replacing. It should output from 13.5 to 15.5 volts DC. You will need a digital volt meter to get an accurate reading. Analog volt meter is not accurate enough.
Your alternator may not be putting out enough Amps to charge your battery and run your headlights as well. You can test this by measuring the voltage from the battery with a multimeter. With the car running the volts should be around 14 or more on a 12 volt battery. Try it with the lights on too.
generally if you hook up a multi-meter to the battery and start the engine it should read 13.5 or 14 volts, when you turn on headlights and other accessories the alternator should keep the battery charged up to at least 12 volts, you can also just check the battery to see how many volts it's putting out before you start the vehicle

On ours the regulator went out and it actually overcharged the battery , (burned up the electrolyte) was putting out 15.4 volts the first sign was that we went through 2 sets of headlights in a month 2 different brands .
Check the output at the battery posts. With a multimeter it should be putting out between 13.5-15 volts.

In some cases it is cheaper to replace the alternator.

Fully charged battery should have 12.6 volts. 75% charged 12.4 volts, 50% charged 12.2 volts, & 25% charged 12.0 volts.
The alternator should be putting out between 13.5 and 16 volts on a good alternator with the engine running as measured with a DC volt meter at the battery posts. Any less or any more and the alternator is defective of the belt is slipping.
