This would take a simple majority in both Houses of Congress. 218 votes in the House and 51 votes in the Senate if all seats are filled and everybody votes. The VP could break a tie-vote in the Senate.

Laws that a legislature votes to pass may be limited by Constitutional law, or the president may veto it so that it does not go into effect.
It takes 218 votes to pass a bill if everyone votes. There are 435 representatives and a majority ( one more than half) of those voting is required to pass a bill.
