If you are properly using the word committee, the answer is 50% plus one, or a simple majority. A committee does not make law. It discusses proposed laws called bills, works out the details, and with a majority vote moves the bill onto the "floor" for a vote of the whole chamber.
If by committee you mean the actual full House of Representatives and the Senate, technically all you need there is a simple majority also. But there are complicating factors such as the filibuster in the Senate and various other rules that sometimes make this simple majority not enough for passage.
A bill that gets a simple majority of the votes is passed on to the next stage. This means the bill should get 50 per cent plus one of the votes to sail through.
2/3rds of the house
This would take a simple majority in both Houses of Congress. 218 votes in the House and 51 votes in the Senate if all seats are filled and everybody votes. The VP could break a tie-vote in the Senate.
A bill will go to a conference committee when both the Senate and the House disagree on the contents of the bill. A conference committee will then be created to resolve the issue.
A vetoed bill must be passed by a 2/3 favorable vote in both houses of Congress in order to become law. If everybody votes, this means 290 votes in the House and 67 votes in the Senate.
There are a total of 9 steps: 1) a member will write the bill. 2) the bill will be sent to a subcommittee. 3) if it survives there it will go to the full committee. 4) if its approved there, it will be sent to the House Rules Committee. 5) if its approved there then it will go to the full House. 6) if its approved there, then it will go to the senate. 7) floor leaders in the Senate will have to approve it. 8) Then if there are any difference between the House version and the Senate then it will have to go to the Conference Committee. 9)then to the president
It combined the ideas of both the Virginia plan and the New Jersey plan to form the structure of the Constitution. It would have three branches and the legislature would have two houses the senate and the house of representatives. In the senate each state had equal votes, but in the house of representatives the amount of votes depended on population.
A standing committe is any group of people in either the House or the Senate that is joined together to review bills and resolutions. In the senate there a many standing committees. bills and resolutions get presented on the floor and then are assigned to the committee which would be dealing with that specific issue type. The committee evaluates the bill or resolution and determines whether or not it is worth it to be debated on the senate floor. The House is basically the same.
