George Washington was appointed Commander in Chief by the Continental Congress and lead the Continental Army (later to become the US Army) to victory in the Revolutionary war. He retired going back to Mt. Vernon until he was elected President. While John Adams was President there were issues with France who was in the midst of Civil War. There was a potential of war with France. With that in mind John Adams appointed George Washington to command an Army, who as it turned out never went to war.
