The method of repair depends on what is broken or worn the steering column. In a 1963 Impala has universal joints and couplings that can wear, as well as electrical connections. Any of these will wear over time.
Use a Philips screwdriver to remove the steering column. It should come off fairly easy. Replace with new one. Make sure it's screwed all the way tight.
The steering column on a vehicle can be replaced. A repair book for the vehicle make and model instructs how to repair the issue. This is considered a minor repair but if a person has no experience fixing a steering column, it may be best to have the job done by a professional.
You don't. Why would you want to. You repair what is broken.
If the steering column is broken on a 1989 Firebird, it may have to be taken apart to be repaired. If it is only the ignition that the thieves damaged, a new ignition can be installed.

I don't know. However, generally speaking when a steering column is wrecked by theft damage as you indicate, the least expensive course is to have an experienced technician install a used steering column from a salvage vehicle. Try to ensure the used column is from a salvage vehicle that has not been wrecked through front end collision.
I need more info. There are two different systems in steering linkages. Tell me what you are trying to replace. Rob

There are 4 bolts at the bottom of the steering column that tend to get loose after entering and exiting your vehicle. Pulling your self up on the steering wheel puts stress the steering column and causes it to become loose. If you do not correct the problem fast by tightening the bolts you will have to replace the entire steering column.. -Henry's locksmith and steering column repair
It probably has a broken wire in the steering column. Have it repaired at your local dealer or another good repair shop.
