I don't know. However, generally speaking when a steering column is wrecked by theft damage as you indicate, the least expensive course is to have an experienced technician install a used steering column from a salvage vehicle. Try to ensure the used column is from a salvage vehicle that has not been wrecked through front end collision.
A locked steering wheel can be repaired by a locksmith or a car dealer.

It is very possible that your steering wheel is locked. You may also be having a problem with your ignition system.Ê
There may be something jammed inside your ignition. If this is not the problem then you will need to have a new ignition installed.
broken drive belt
The steering and ignition will become locked on a 97 Chevy Cavalier if the key is not inserted into the ignition and turned. This helps to prevent theft.
If your gear shift is locked into park, but the car stars and won't go into reverse, try unlocking the steering wheel. Turn the wheel back and forth to see if it remedies the problem.
On that thing, the 'locked' light just means tuning is 'locked into' a station. It's automatic, and to 'inlock' you just tune to a different station. If you're not hearing FM, you don't have it hooked up right, or it is broken. "Locked" is not your problem.
Try jiggling the steering wheel as you turn the key. Once the key is turned there is nothing left that locks the steering wheel so if you still cannot turn the wheel the problem is probably in the steering gear. Any halfway decent mechanic can repair it.
no way
Try moving the steering wheel from side to side.
