26/01/20: There is no direct SAPTCO bus from Dammam to Kuwait or, as far as I am aware, from any other city in Saudi Arabia.
A bus runs from Dammam to Khafji, on the border with Kuwait, twice per day. The journey is approximately 4 hours and costs 69 riyal.
The saptco bus station in Khafji is small and a little out of town, many taxis are there offering to take people to Kuwait, however there are not shared taxis here. I took a private taxi from here to Fahaheel, Kuwait for 200 riyal.
Maybe there is a place in town where you can join a shared taxi for less money. Also, I saw at some of the gas stations on the route to the border that there were many taxis hanging around, presumably to go over the border. Maybe some of these are shared.
The new tourist eVisa allows us foreigners to go back and forward across land borders no problem. Note that you can also make the visa on arrival for Kuwait at the land border if you are eligible for it. Surprisingly, I wasn't even charged for it, though this might have been an administrative oversight. Of course, making the visa takes a bit longer than crossing if you already have the visa, so if you are able to communicate this to your driver it's best to tell him in advance.
